  1. Write or identify the inequality or system of inequalities that models a context, with one inequality per stated limit, with non-negativity written in when a system's solution region is the answer and the whole-number condition written in when the question asks for a count
  2. Choose each constraint's symbol from its wording, including whether the boundary value is allowed
  3. Answer a maximum or minimum count question from a model of one or two constraints, giving the largest or smallest whole number the model allows
